Location Free Player/ Base Station?

I Currently own a psp and I decided to take it to the next level without hacking it, so, next on my list is the location free player which allows you to watch t.v. on your psp or your laptop. My cable recently got canceled and no, i have no DVR, TiVo, or Cable Box Watsoever. But to my luck, i am equiped with internet and a wireless router, my question is, can i use the location free player without hookin it up to a DVR, TiVo, or Cable Box? Must I Have cable or satellite in order to use it and to be viewed over my psp? Please stay on topic. and if i can, where can i get one for a bargain other than ebay, amazon, or ioffer? Links would be greatly appreciated from any website.
